Office Function

The primary purpose of the Sangguniang Bayan is to serve as the legislative body responsible for enacting local ordinances, resolutions, and other legislative measures for the efficient and effective governance of the municipality. Some specific purposes and functions include:

1. Legislative Functions: The Sangguniang Bayan drafts, deliberates on, and passes ordinances and resolutions that address local issues, concerns, and needs. These local laws cover a wide range of areas, including public health, safety, environment, infrastructure, social services, and economic development.
2. Budget Approval: The Sangguniang Bayan reviews and approves the annual budget of the municipality, ensuring that resources are allocated appropriately to meet the needs and priorities of the community.
3. Oversight and Accountability: It exercises oversight functions over the executive branch of the municipal government, including monitoring the implementation of programs and projects, as well as ensuring transparency and accountability in local governance.
4. Representation of Constituents: Sangguniang Bayan members represent the interests of their constituents and advocate for policies and initiatives that promote the welfare and development of the municipality and its residents.
5. Policy Development: The Sangguniang Bayan contributes to the formulation of local policies and plans for development, aligning them with national policies and objectives while addressing the unique circumstances and challenges of the municipality.
6. Conflict Resolution: It serves as a venue for resolving conflicts and disputes within the local community, often through the enactment of ordinances or the establishment of mechanisms for mediation and arbitration. 
7. Review of Barangay Ordinances:  The Sangguniang Bayan is mandated under the Local Government Code of 1991  to review all  ordinances passed by the Sangguniang Barangay. This process ensures that such acts are within the scope  and prescribed powers of the Sangguniang Barangay  and are consistent with existing laws, policies, rules and regulations and local ordinances
8. Quasi-Judicial Function: The Sangguniang Bayan acts as a “court” to hear and decide administrative complaints against elective barangay officials within its territorial jurisdiction. This power is in accordance with Sections 60 to 67  of the Local Government Code of 1991 (R.A. 7160)

The  Sangguniang Bayan plays an important role in local government  by ensuring the needs of the community and goals are met through responsive and accountable legislation and policy-making.
